ALIGARH January 8: The Committee constituted by AMU Vice Chancellor Prof. P. K. Abdul Azis to prepare a detailed “Action Plan” for the establishment of Special Centre of AMU at Murshidabad (West Bengal) and Malappuram (Kerala) visited the Malappurram's proposed campus site and held wide ranging consultations with State Government functionaries and citizens of the area today at Perinthalmanna, Kerala.
Mr. V. Sasikumar, Member, Kerala Legislative Assembly from Perinthalmanna who accompanied the visiting team to the site said that the state government and the local people both will extend all possible support to AMU and its special centre. He said that 123 acres of land has already been acquired on fast track basis and that too in a short span of time bears testimony to the significance the people attached to the AMU Special centre in Malappuram.
Mr. Mohan Dut, District Collector of Perinthalmanna while briefing the visiting team said that the process of demarcation was completed and the Kerala Land Information Mission surveyed the land to demarcate 123.69 acres to be acquired in the first phase including the land required for the Main Road (100 feet road) to the campus. The Government constituted District Level Purchase Committee has negotiated with the land owners and fixed the rates ranging from Rs. 8,750 to Rs. 47,000 (for Forty Sq. Meters) according to the type of land. This decision has been forwarded to the government for approval, he said.
While the AMU Committee was holding consultations, the District Collector informed that the State Level Purchase Committee has approved the first phase acquisition rates involving an expenditure of Rs. 13 Crore. The Revenue Minister who was on the phone spoke to Prof. V. K., Abdul Jaleel, AMU Registrar and Leader of the Visiting Team and informed that the Kerala Government will hand over the acquired 123 acres of fist phase land in a Public Function within two weeks.
The State officials also informed that the process of demarcation and land acquisition of balance land out of the total 393 acres is in progress and the special land acquisition staff will complete the task assigned to them in time.
The AMU Visiting Committee comprising Prof. V. K. Abdul Jaleel (Convener), Prof. Pervez Mustajab, Controller of Examinations and Admissions, Prof. Ekram Husain, Prof. Javed Akhtar and Prof. N. A. K. Durrani participated in the review meeting with the officials of various government departments including Revenue, Electricity, Public Works, Land Acquisition, Water Works and CPWD. The team insisted on the time line ad succeeded in evolving a broad consensus that includes handing over of first phase 123 acres land to the University within three weeks of Government notification, fencing of the acquired land including that of the approaching road will be done by the State Government by the end of March 2010. The 10-20 MVA substation will be made ready within six months, portable water supply will be ready within one year and for construction work alternative water arrangement will be made within 3 months. The officials also agreed to provide the list of all tall trees along with the survey map to facilitate holistic planning. They also informed that stone quarry activity was totally stopped in the area earmarked for the setting up of the AMU Centre.
The team also inspected and identified a temporary alternative site for formally launching the AMU Centre in the next academic session in the nearby vicinity.
The State Government officials who were present in the meeting include Dr. K. Vijaykumar, Special Officer, Mr. P. Abdur Rahiman, RDO, Perithalmanna, Mr. P. V. Ramadas, Special Tehsildar (Land Acquisition) , Mr. V. Gopinathan, Deputy Director of Collegiate Education, Calicut, Mr. P. Mohanan, Geologist, Mr. Mohammed Ali K., Executive Engineer & Mr. Jud K. Raphell, Executive Engineer, Kerala Electricity Board, Mr. M. Christtrados, AEE, PWD/Roads, Mr. E. V. Rajgopalan, AEE, Water Works Department, Perinthalmanna and Mr. N. N. S. S. Rao, Superintendent Engineer, CPWD, Calicut also participated in the meeting.
