Abdul Azis has ordered to place 38 students under suspension from the rolls of the university with immediate effect pending enquiry. He further ordered to place university campus and its maintained institutions out of bond for them. He said that those who are not on the rolls of the University but were involved in the incidence of group clash and firing in the University premises and outside causing the closure of the University sine-die on April 30, are to be subjected to appropriate legal action as per the law of the land.</span></div><br />

Dr. Ahmad said that management of orbital trauma and recent techniques of reconstruction of orbital bony skeleton, reposition of soft tissues in such injuries and restoring the function of orbital and peri-orbital tissue were discussed in this seminar.</span></div><br />

Tech and all final year students of other faculties will be made available from May 13 itself. Earlier the University had notified May 16 as the date of reopening in a phased manner. The examination of all these courses will commence from May 18, 2011.<br />

The decision was taken in a consultative meeting with all the Provost, Officiating Registrar, DSW, Proctor and Controller of Examinations chaired by the Vice Chancellor, Prof. P. K. Abdul Azis.<br />
<br />
The Vice Chancellor urged the Provosts and their team to play an important role and dining hall facilities should be provided to the students from the day one of its opening.<br />
<br />
Prof. Azis said that Honorary Secretary of AMU Teachers’ Association and the Dean, Faculty of Engineering & Technology had requested sufficient time for students to prepare the examinations scheduled to commence on May 18,2011. He said that he has consulted the Dean, Faculty of Engineering and Technology and Controller of Examinations and the decision to pre-pone the re-opening was taken keeping in view the interest of the students. It was decided to open the University from May 13, 2011 for B. Tech. Final Year students and the students of Final Semester of all other Faculties as well.<br />
<br />
The University has also decided to provide accommodation to all internal boys at Allama Iqbal Hall and all internal girls at the Abdullah Hall who are appearing in the entrance tests of B. Tech/B. Arch on the production of admit card. The test is slated for May 14, 2011. The B. Sc. I year and II year students who are appearing in the test for B. Tech will also be accommodated in their respective halls of residence on production of admit card.<br />
<br />
The matter relating to hostel facilities to the research scholars will be decided shortly in the meeting of the Deans of Faculties. <br />
<br />
The meeting also decided that the halls of residence will be opened for Pre-final/II Semester students on May 21, 2011.<br />
<br />

Abdul Azis, on behalf of the Academic Council, has approved the Summer Vacations for the year 2011 in the University and its maintained institutions including University Schools to be observed from 1st June to 31st July 2011.<br />

The Summer Vacations in the Faculty of Medicine shall be observed in two halves of 38 days each for teaching staff from 17.05.2011 to 23.06.2011 and from 24.06.2011 to 31.07.2011. The summer vacations for MBBS students (Final Prof. Part-II Batch-2007), MBBS (Final Prof. Part-I Batch-2008) and MBBS (II Prof. Batch-2009) will start from 11th June to 30th June while MBBS (I Prof. Batch-2010) will start from 10th July to 31st July. <br />

The summer vacations for the students of BDS First year Batch-2010 and Second year Batch 2009 will start from 12th July to 31st July 2011 while for the students of BDS Third year Batch-2008 the vacations will start from 21st June to 10 July and for BDS Final year Batch 2007, it will start from 1st June to 20th June.<br />

The hostel facilities for B. Tech Final year and all final semester students of other faculties will be provided from May 16, 2011 while the examinations for these students will commence from May 18, 2011.<br />

The decision was taken in a meeting of the Deans of faculties and Principals of Colleges chaired by the Vice Chancellor, Prof. P. K. Abdul Azis.<br />

The meeting noted with appreciation that classes have been completed in all faculties except Faculty of Medicine and there has been no tuitional loss due to sine die declared on April 30, 2011.<br />
<br />
The meeting also decided that postgraduate degree and diploma exmainatons in the Faculty of Medicine will be held as per the schedule already announced.<br />
<br />
The University has decided that the halls of residence will be opened for Prefinal/ II Semester on May 21, 2011 and the examination will start from May 23, 2011. For all other courses hostel facilities will be provided on May 23, 2011 and examinations will start from May 25, 2011.<br />

It was decided that the departmental admission tests schedule already announced will be strictly adhered to.<br />

The University has also decided that the class IX Entrance Test will be held on May 25, 2011.<br />

It was also resolved that Deans of concerned faculties will submit the complete examination schedule for their faculties so that it can be notified on the University website.<br />

The Principal, University Polytechnic informed that the I Year theory papers are over in Polytechnic. However, practical examinations are left. He proposed that these practical exams be held in the month of July 2011 to avoid inconvenience to the students.<br />

He further said that the onwards barriers can only be pushed-forth through the scientific support especially from allied sciences. Sports scientists also believe that applied sciences such as sports medicine, exercise physiology, physiotherapy, sports sociology, nutritional sciences, kinesiology and many more obviously can richly contribute to performance but over and above the contribution of sports psychology and biomechanics will remain unparalleled in the years to come.<br />

She was of the opinion that in today’s globalised world, people to people diplomacy is playing an important role in international relations. In the new media and communication regime, this form of diplomacy challenges general understanding and practice of foreign policy issues. In this scenario, the concept of “people to people contact” can create new opportunities and avenues. Giving various examples from Bangladesh where she served as High Commissioner she further emphasized that track two diplomacy deals with the influence of public attitudes on the formation and execution of foreign policies.<br />

The AMU Vice Chancellor, Prof. P.K. Abdul Azis in his residential remarks discussed the issues of conflict resolution with reference to West Asian region. To him the Arab – Israel conflict is the result of the failure of the on the part of the western powers to understand the issues in right perspective. He very categorically stated that the emergence of Israel as an independent nation in 1948 has not been accepted by the Arab World which views it as an American imposition. The conflict in Iraq has further compounded the ever growing conflicts & tensions in the region. He also spoke about Indian foreign policy posture over Palestine issue and emphasized that the problem can only be resolved taking into consideration the various factor ranging from sociological root of conflict; conflict caused by the “state system”, and regional case studies.<br />
<br />
Prof. Girjesh Pant, Vice Chancellor, Doon University, Dehradun, in his key note address discussed at length about the dimensions of the Palestinian – Israeli battle, the two gulf war (Iraq-Iran and the Kuwait war), Lebanon, the Kurds and the rise of political Islam in the context of governance and state building in the West Asia. He shows his concern that as an academician all these occurrences demand explanations, historical records and often compelling perspectives in terms of explaining why collapse into violence has occurred in such contexts. He was however, optimistic that despite repeated setbacks and failures, and despite negative trends the course of peace-making in the two regions has also seen several breakthroughs in avoiding wars and-resolving some of their conflicts.<br />

Dr. Javed Iqbal, Convener of the Seminar in his address emphasized that the purpose for organizing this conference is to understand the dynamics of the issues involved the conflict in terms of issues of terrorism, ethnic and religious discord; the surge of extremist religious elements; and the encouragement of local conflicts by the regimes in power. The purpose is to address to the causes in terms of explaining why collapse into violence has occurred in such contexts Given these facts, the task of peace-making in the West and South Asia has had repeated setbacks and failures. He wished that the discussions in the seminar would go a long way towards meeting such a need.<br />

While welcoming the guests and fellow participants those included diplomats, policy makers and scholars from academia , Prof. Mohammad Gulrez , Chairman -Organizing Committee emphasized that from the decolonization to the present day these two regions have witnessed the outbreak of wars; foreign involvement; successful and aborted peace processes; the adoption of military and non-military confidence-building measures (CBMs); terrorism, ethnic and religious discord; the surge of extremist religious elements; and the encouragement of local conflicts by the regimes in power.<br />
<br />
He further emphasized that in this kind of conflict the human costs are high and are borne principally by the civilian population- civilians make more than 90 percent of the causalities in the post cold war conflicts globally. There are also the political costs of the demolition of the democratic system and even the disintegration of states. Efforts to create a lasting peace have a deal with all these kinds of problems.<br />

Medical College, Aligarh Muslim University carried out a block level training of workers of Health and Integrated Development of Child Services (ICDS) Scheme was carried out in Sitapur and Lakhimpur Kheri districts of Uttar Pradesh for December-2010 round. Nearly 2500 workers in 08 Blocks were trained on various aspects of promotion of Maternal and Child Health, Infant and Young Child Feeding Practices Vitamin A Prophylaxis and Promotion of Iodized salt in the community. Participants included Lady Health Visitors (LHV), Auxiliary Nurse Midwives (ANM), Basic Health Workers (BHW) of Health Department and Supervisors, Anganwadi Workers of ICDS Department and ASHA working under National Rural Health Mission (NRHM). Training sessions were conducted by Dr. M. Athar Ansari, Nodal Person, BSPM Scheme, Prof. Zulfia Khan, Dr. Abdur Razzaque Siddiqui and Dr. S.N.A. Hashmi, State Level Trainers.<br />

Abdul Jaleel, Controller of Exams and Admission, Prof. Pervez Mustajab and OSD (Development), Prof. Akhtar Haseeb yesterday evening.</span></div><div class="yiv1045948204MsoNormal" style="text-align: justify;"><span style="font-size: 12pt;">It was resolved that election process of the AMU Students’ Union will be started from 3<sup>rd</sup> January 2011, as already announced. The election of the Students’ Union shall be held as per Lyngdoh Committee Recommendations and the Supreme Court’s order in letter and spirit.</span></div><div class="yiv1045948204MsoNormal" style="text-align: justify;"><span style="font-size: 12pt;">It was also decided that the election of representatives of the University Court will also be held along with AMU Students’ Union election. The Director General of NACO, Mr. S.P. Goel has congratulated the<br />

Prof. Ashraf Malik said that the Blood Component Separation Unit of the<br />
Blood Bank became functional after receiving the license in February 2010.<br />
Presently, the Blood Component Separation Unit is equipped with state of the<br />
art machinery, including two cryo-centrifuges platelet incubator and<br />
agitator, plasma and cryo bath, plasma separator, sterile connecting device,<br />
tube sealers, freezers (80°C and 40°C) for plasma storage, automated<br />
gomixers and donor station. The components being produced for consumption<br />
within the hospital as well as supply to other hospitals are (1) Packed RBC<br />

The CSMMU, Lucknow organized a State Level Biomedical Research Competition, as part of the Academic Centenary Year Celebrations for the competition inviting faculties from different medical institutions of the State to submit research paper that were published in a peer reviewed journal during the last five year. The organizers selected two papers in each category, viz., Clinical Medicine, Clinical Surgery and Non-Clinical subjects from each participating institution. Dr. Moinuddin’s paper qualified the two evaluation rounds and was finally selected for the award in the ‘non-clinical’ category.<br />

Delivering first <strong>K. P. Singh memorial lecture on “State Response to Communalism”, Mr. Vibhuti Narain Rai, IPS</strong>, said that the minorities never consider the police as friend or protector. The police is seen as the oppressor and the police behavior in communal riots bear testimony to the fact. Quoting his well-documented research on the role of police in combating communalism, Mr. V. N. Rai said that the Muslims always suffered heavy loss in terms of lives and properties at the initial stages and subsequently they were killed in police firing and police also arrested more Muslims. <br />

Debunking the myth that the Muslims start riots, Mr. Rai said he sifted through the police records and found that even the first hour of the riots, more Muslims were killed. It proves that it is wrong to say that the Muslims start riot and the police control the situation. He said if the state is firm, no riot could continue more than 24 hours. During the communal strife, police become perpetrator of violence and the state lack the will to curb it.<br />

Tracing the history of communal riots, Mr. Rai said that the assassination of Gandhi put a full stop to riot and no major riot took place till 1961. After that riots occurred in regular intervals of two or three years. The police always behaved in partisan manner and it resulted lack of faith in police that also denotes lack of faith in the state which is very alarming. This calls for serious introspection, he said.<br />

Paying glaring tributes to Professor K. P. Singh, Mr. Rai said that he was an avowed enemy of narrowmindness and communalism. <br />

Recalling K. P. Singh’s contribution to literature, noted Urdu poet Shahryar said that Prof. Singh wanted literature to reflect social consciousness. He also recited a poem in memory of Prof. K. P. Singh.<br />

Delivering the presidential address, Prof. P. K. Abdul Azis, Vice Chancellor, Aligarh Muslim University said that Indian democracy has become more matured and now there is a considerable decrease in communal riots. He paid rich tributes to Prof. K. P. Singh who pledged his mortal remains to the Aligarh Muslim University for the medical students. Prof. Singh’s gesture was unparallel and the university will always remain grateful to him, he concluded.<br />

<strong>The Committee will enquire into the incidents of alleged assault by bystanders of patients creating a sense of insecurity among Junior Doctors, Senior Residents and other Hospital Staff, alleged incident of assault of father of the deceased boy master Farman on 13.11.2010 and the forceful confinement of his other relatives by the Junior Doctors and dereliction of duty in promptly handing over the dead body to the father of the boy and the circumstances in which the body was kept for about six hours before it was handed over to the Police.</strong> It will also assess the security requirement of the JNMC and suggest measures to provide improved security frame work for the Doctors and the staff to work and Identify the reasons for the outburst of Doctors, Hospital staff, patients and their relatives and suggest remedial actions to prevent recurrence of such incidents.<br />
